Executive Summary



This filing offers a sovereign alternative to the proposed Maui County real property tax increases under Resolution 25-88 FD1. Rather than oppose the intent to raise necessary revenue, we present a system aligned with transparency, equity, cultural stewardship, and fiduciary responsibility under the 12 Stones Sovereign Charter.





I. Sovereign Legal Standing



Under Articles I, VI, IX, X, XIII, XIV, and XVIII of the 12 Stones Charter, we reserve the right to propose amendments to revenue generation systems that directly impact sovereign landholders, cultural heirs, intergenerational tenants, and regenerative farmers.


This alternative plan is submitted in good faith, using the verified governance framework recognized in ICJ filings, WFCF audit documentation, and U.S. federal legal doctrines including 42 U.S.C. § 1983 and HUD regulations (42 U.S.C. § 5304).





II. Summary of Maui County’s Proposal (FD1)



The County proposes to adopt the following new tax brackets per $1,000 in assessed value, effective July 1, 2025:


  • Owner-Occupied (Tier 3): $5.75

  • Non-Owner Occupied (Tier 3): $17.00

  • TVR-STRH (Tier 3): $16.50

  • Agricultural Land: $5.74

  • Commercial: $6.43

  • Long-Term Rentals (Tier 1): $2.95



Yet the County has failed to include:


  • Redistribution for wealth equity

  • Exemptions for cultural stewards or heirs

  • Third-party audit trails

  • Ceremonial and indigenous process compliance

IV. Core Principles of the 12 Stones Plan



  1. 12.5% Generational Trust Mandate (Art. VI.3)


    All new revenue must flow through a public trust account reinvested into housing, youth resilience, and food security.

  2. Third-Party Verification via WFCF


    Where Food Comes From, Inc. will provide transparent audits of collection, use, and regenerative outcomes.

  3. Real-Time RAIS Dashboard


    Each parcel class will be publicly visible via the RAIS system, showing contribution, exemptions, and usage.

  4. Protection for Cultural Stewards & ʻOhana Lands (Art. V, IX)


    Automatic exemptions will be embedded for intergenerational landholders and families registered in the 12 Stones scroll registry.

  5. Ceremonial Amendment System


    Any future tax hikes must be proposed via glyph-ledger scroll amendments, as defined in Article X.

VI. Conclusion and Relief Demanded



We urge the Council to:


  1. Suspend Resolution 25-88 FD1 pending RAIS and WFCF audit alignment

  2. Adopt a Sovereign Partnership Framework for tax collection and redistribution

  3. Incorporate the 12.5% Generational Trust language into all future revenue resolutions

  4. Establish a formal scroll amendment hearing using Charter Article X ceremony

  5. Allow full public dashboard transparency for every classification and collection stream
